These programs are generally government-sponsored and managed by a given organisation. The C-2000 Program for Advanced Commercial Buildings is a small demonstration program for high-performance buildings, developed and sponsored by the CANMET Energy Technology Centre (CETC) of Natural Resources Canada. The emphasis of the program is on energy performance and water conservation, but criteria have also been developed for maintenance of site ecology and improved levels of indoor environmental quality. Since the program launch in 1993, 23 buildings have been designed using the C-2000 requirements, eleven of which achieved the design targets and were constructed.

Africa is at the centre of Canada’s cooperation agenda. Through the $500-million Canada Fund for Africa, Canada has taken a leadership role in responding to the first made-in-Africa vision for development, the New Partnership for Africa’s Development (NEPAD), and the corresponding priorities of the G8 Africa Action Plan. Canada was the first G8 country to establish a fund specifically designed for these purposes. The Canada Fund for Africa initiatives are large-scale programs which are regional in scope, complementing ongoing CIDA programming in Africa.

The objective of the emerging Canadian Afforestation and Agroforestry Research Network is to provide the science to support the development, use, and adaptation of afforestation and agroforestry systems to enhance biosphere carbon stocks while providing either a source of wood fibre or a biomass feedstock for a bio-based economy. The network will explore the sources and sinks for GHGs associated with models, and the tree planting strategies that will optimize growth, carbon sequestration, and value of the biomass produced. The network will be closely linked to the Greenhouse Gas Management Canada network that will explore the socio-economic aspects associated with afforestation and agroforestry practices.

Natural Resources Canada's Commercial Building Incentive Program (CBIP) offers a financial incentive for the incorporation of energy efficiency features in new commercial/institutional building designs. The objective of this new incentive is to encourage energy-efficient design practices and to bring about lasting changes in the Canadian building design and construction industry. A financial incentive of up to $60,000 will be awarded to building owners whose designs meet CBIP requirements. The program requirements are based on two documents: the Model National Energy Code for Buildings and CBIP Technical Guide. An eligible building design must demonstrate a reduction in energy use by at least 25% when compared to the requirements of the MNECB. The duration of the program will be from April 1, 1998, to March 31, 2007.

The LSCS network focuses on understanding and quantifying the effects of various crop and landscape management practices on greenhouse gas emissions (particularly N2O) and soil carbon stock changes in agricultural systems. In FY 2003-04, seed funding of $140K was provided to this emerging network to begin the process of establishing targeted research sites across Canada. This investment helped to attract an NSERC grant (see below) around which BIOCAP is working to develop a national initiative. The insights gained from this work will support the National Inventory of GHGs, and offer a critical analysis of those beneficial management practices being put forward to improve the efficiency and sustainability of landscape-scale farm operations.

REDI is a 6-year, $24 million program designed to stimulate the demand for renewable energy systems for space and water heating and cooling. These systems include: active solar hot water systems, active solar air heating systems, highly efficient and low emitting biomass combustion systems, and
ground-source heat pumps (also known as earth energy systems, or geothermal or GeoExchange systems).
Under REDI, NRCan undertakes market development activities, in cooperation with renewable energy industry associations and other partners, and provides an incentive for specific renewable energy systems. To encourage the private sector to gain experience with active solar and large biomass combustion systems, businesses are eligible for a refund of 25 percent of the purchase and installation costs of a qualifying system, up to a maximum refund of $80,000. NRCan provides a similar incentive to federal departments and to public institutions. Some incentives are also provided to the residential sector for pilot projects delivered by partners. The terms and conditions presented in this update do not apply to residential pilots.

Improved understanding of the processes within the biosphere that regulate the production and exchange of greenhouse gases will enhance our ability to understand and predict the impacts of climate change and the potential of ecosystems to sequester carbon (C). Research is needed that focuses on biogeochemical interactions of water and carbon (including CO2, CH4, and DOC) and transport within and between terrestrial (forested uplands and peatlands) and aquatic ecosystems (reservoirs, rivers, and lakes). This work will improve our understanding of biogeochemical processes controlling C sources and sinks, inform C budgets and ecosystem models, and improve our understanding the effects of climate change, land use change and natural disturbance on natural and managed ecosystems.

Between research and commercialization lie the critical stages of development and demonstration: the points at which technologies leave the laboratory and undergo conclusive real-world testing.
Traditionally, development and demonstration have suffered from a financing gap, making them a weak link in what’s known as the innovation chain. That gap has proved to be a significant barrier to market entry for many Canadian entrepreneurs, especially those involved in developing sustainable technologies, the market for which is still emerging. This gap has had a negative impact on the return of investment for ‘upstream’ research; Canada has not consistently obtained revenues from the successful commercialization of technologies
SDTC supports clean-technology projects through these critical stages—without taking an equity stake, without requiring ownership of intellectual property or any repayment of funds.
Our aim is to increase each project’s chances of success to market and to help Canadian entrepreneurs carry out their innovation efforts within Canada. To that end, we currently support only those technologies that have demonstrated their potential to meet market demand and help achieve Canada’s environmental goals for reducing the effects of climate change and improving air quality. By taking these steps, we effectively de-risk clean technologies and prepare them for downstream financing.

Technology Partnerships Canada (TPC) is a special operating agency of Industry Canada with a mandate to provide funding support for strategic research and development, and demonstration projects that will produce economic, social and environmental benefits to Canadians.
Since 1996, TPC’s activity has been rooted in helping Canadian companies perform R&D; that takes new technologies closer to the marketplace. These R&D; projects have the potential to improve the efficiency of production processes in traditional sectors as well as support innovation in emerging technologies, enabling Canadian companies to become world-class.
Technology Partnerships Canada (TPC) offers two main programs as part of its ongoing mandate.
The TPC R&D; program is geared to pre-competitive projects across a wide spectrum of technological development, including environmental technologies, life sciences, information and communications technologies and advanced manufacturing. Support for SMEs companies with projects valued under $3 million is provided through the TPC-IRAP initiative.
TPC's h2 Early Adopters (h2EA) program is designed to foster the development and early adoption of hydrogen and hydrogen-compatible technologies into the marketplace. Working in partnership with industry, the h2EA program supports demonstration projects that illustrate the potential benefits of hydrogen and the infrastructure components required to produce, store and distribute hydrogen as a fuel source.

The Government of Canada's Wind Power Production Incentive (WPPI), announced in the December 2001 budget, is intended to encourage electric utilities, independent power producers and other stakeholders to gain experience in this emerging and promising energy source.
WPPI provides financial support for the installation of 1,000 megawatts of new capacity over the next five years. The incentive covers approximately half of the current cost of the premium for wind energy in Canada compared to conventional sources. This incentive is available to electricity producers for the first ten years of a project.
