With the coming into force of the new Public Service Employment Act on December 31, 2005, the Public Service Modernization Act is now fully implemented.

The Public Service Human Resources Management Agency of Canada was created in 2003 to put in place a new human resources management regime in the public service of Canada. The Public Service Modernization Act (PSMA) is a key component of this regime.
