INTRODUCTION
The Public Service Human Resources Management Agency of Canada (the
Agency) was created on December 12, 2003, to ensure that the government's agenda
for renewal of human resources management throughout the public service is
carried out.
With a mandate to provide the leadership and focus required to foster and
sustain modern, results-driven, human resources management across the public
service, the Agency will play a pivotal role in helping to ensure public
confidence in the government's capacity to deliver cost effective, quality
services to Canadians, while at the same time uphold the values of integrity,
transparency and accountability.
Inspired by the intent and the spirit of the Public Service Modernization
Act (PSMA), the Agency has established a vision for nothing less than the
creation of:
"The finest public service in the world, with a workforce and
workplace second to none."
The goal is a modern, professional public service, dedicated to the public
interest and supporting ministers in democratic governance, representative of
the Canadian public and serving Canadians with excellence in the official
language of their choice, with employees effectively and ethically led in a high-quality work environment respectful of their linguistic rights.
The Agency, brings together units from the Treasury Board Secretariat (TBS),
and the Public Service Commission (PSC) to focus on management issues such as
learning and leadership development, Official Languages, Employment Equity,
Human Resources Planning, Classification, Values & Ethics, and HR systems.
The TBS is concentrating on collective bargaining, labour relations, pensions
and benefits and the PSC is focusing on staffing.
THE ROLE OF THE AGENCY
The Agency has a dual role to enable departments and agencies to meet new
standards for human resources management and support, while also acting as an
oversight agency to monitor overall performance and ensure accountability for
results.
Working in cooperation with its partners in central agencies, departments,
agencies and unions, the Agency will move ahead over the coming years to:
implement the Public Service Modernization Act (PSMA); reform the
classification system; develop leadership and core learning; implement
disclosure protection legislation and the new Values and Ethics Code;
improve performance under the Employment Equity Act and the Embracing
Change Action Plan; improve compliance of the Official Languages Act
and advance implementation of the Official Languages Action Plan; assist
departments and agencies to establish shared human resources systems and
services; and provide effective human resource planning, monitoring, reporting
and accountability.
AGENCY PRIORITIES
The Agency's priorities have been articulated around three strategic outcome
components:
- Modernizing human resources management and strengthening accountability
- Ensuring effective and ethical leadership and a quality work environment
- Achieving a representative and accessible public service
