**
(1) An employee shall, on the relevant effective dates of adjustments to rates of pay, be paid in the (A), (B), and
(C) scales of rates at the rate shown immediately below his former rate.
**
(2) Except in the case of employees being paid in that part of the AG-1 scale of rates identified by ten-dollar ($10)
intermediate steps, an employee shall, on the relevant effective date of adjustment to rates of pay, be paid in the new
scale of rates at the rate shown immediately below his former rate.
**
(3) An employee being paid in that part of the AG-1 scale of rates identified by ten-dollar ($10) intermediate steps
shall be paid:
(a) effective October 1, 2002 in the "A" scale of rates which is nearest to but not more than two point seven five per cent (2.75%) higher than his former rate of pay, rounded to the nearest ten dollars ($10);
(b) effective October 1, 2003 in the "B" scale of rates which is nearest to but not more than two point five per cent (2.5%) higher than his former rate of pay, rounded to the nearest ten dollars ($10);
(c) effective October 1, 2004 in the "C" scale of rates which is nearest to but not more than two point five per cent (2.5%) higher than his former rate of pay, rounded to the nearest ten dollars ($10).
**
(4) Effective October 1, 2002, prior to any other pay revision which occurs on that date, employees at levels AG-1 to
AG-5 shall be paid in the "X" scale of rates at the rate of pay which is immediately below the employee's former rate
of pay, or if there is no such rate, to the rate of pay in the "X" scale of rates which is closest to but not less than
the employee's former rate of pay.
**
(5) Effective October 1, 2002 employees at levels AG-1 to AG-5 shall be paid in the "Y" scale of rates at the rate of
pay which is immediately below the employee's rate of pay in the "X" scale of rates, or if there is no such rate, to
the rate of pay in the "Y" scale of rates which is closest to but not less than the employee's rate of pay in the "X"
scale of rates.
**
(6) Employees at levels AG-1 to AG-5 who have been at the maximum rate of pay for their level for twelve (12) months
or more on October 1, 2002, will move to the new maximum rate of pay effective October 1, 2002.
**
(7) Effective October 1, 2002 employees at level AG-3 shall be paid in the "A" scale of rates at the rate of pay which
is immediately below the employee's rate of pay in the "Y" scale of rates, or if there is no such rate, to the next
higher rate of pay in the "A" scale of rates.
(8) The pay increment period for all employees, other than those paid in that part of the AG-1 scale of rates identified by ten-dollar ($10) intermediate steps, is twelve (12) months and a pay increment shall be to the next rate in the scale of rates.
(9) For employees paid in that part of the AG-1 scale of rates identified by ten-dollar ($10) intermediate steps, the pay increment period is six (6) months and a pay increment shall be three hundred dollars ($300), or such higher amount that the Employer may determine, provided that the last rate in that part of the scale of rates identified by ten-dollar ($10) intermediate steps is not exceeded.
(10) An increase from that part of the AG-1 scale identified by ten-dollar ($10) intermediate steps to the first (1st) step in the fixed incremental part of the scale shall take place on the date on which the Employer certifies that the employee should be paid at that rate.
(11) Every employee being paid in that part of the AG-1 scale identified by ten-dollar ($10) intermediate steps will have his performance reviewed by the Employer within two (2) years of his appointment to that part of the scale with a view to ascertaining whether the employee should be paid at the first step in the fixed incremental part of the scale. On the basis of this review, the Employer will decide whether to certify that the employee should be paid at that point in time at the first (1st) step in that part of the scale. An employee who continues to be paid in that part of the scale identified by ten-dollar ($10) intermediate steps after the second (2nd) anniversary of his appointment will have his performance reviewed at least annually thereafter.
(12) The pay increment date for an employee, appointed on or after August 13, 1982 to a position in the bargaining unit upon promotion, demotion or from outside the Public Service, shall be the anniversary date of such appointment. The anniversary date for an employee who was appointed to a position in the bargaining unit prior to August 13, 1982 remains unchanged.

(1) The pay increment period for employees paid in these scales of rates, other than AR-1, is twelve (12) months.
(2) The pay increment period for employees paid in the AR-1 scale of rates is six (6) months, and the pay increment shall be to a rate which is three hundred dollars ($300) higher than his former rate provided that the last rate in the AR-1 scale of rates is not exceeded.
(3) An employee shall, on the relevant effective dates of adjustments to rates of pay, be paid in the (A), (B) or (C) scale of rates at the rate shown immediately below his former rate except that:
(a) an employee being paid for less than one (1) year in the AR-1 scale of rates shall be paid in the new scales of rates at the same rate as his former rate of pay, or if there is no such rate, at the minimum of the scale;
and
**
(b)
(i) an employee being paid for one (1) or more years in the AR-1 scale of rates shall, effective October 1, 2002, be paid in the (A) scale of rates at the rate of pay which is nearest to but not more than two point seven five per cent (2.75%) higher than his former rate of pay provided that the maximum rate in the appropriate scale of rates is not exceeded;
(ii) an employee being paid for one (1) or more years in the AR-1 scale of rates shall, effective October 1, 2003, be paid in the (B) scale of rates at the rate of pay which is nearest to but not more than two point five per cent (2.5%) higher than his former rate of pay provided that the maximum rate in the appropriate scale of rates is not exceeded;
(iii) an employee being paid for one (1) or more years in the AR-1 scale of rates shall, effective October 1, 2004, be paid in the (C) scale of rates at the rate of pay which is nearest to but not more than two point five per cent (2.5%) higher than his former rate of pay provided that the maximum rate in the appropriate scale of rates is not exceeded.
**
(4) Effective October 1, 2002, prior to any other pay revision which occurs on that date, employees at levels AR-2 to
AR-7 shall be paid in the "Y" scale of rates at the rate of pay which is immediately below the employee's former rate
of pay, or if there is no such rate, to the rate of pay in the "Y" scale of rates which is closest to but not less than
the employee's former rate of pay.
**
(5) Employees at levels AR-2 to AR-7 who have been at the maximum rate of pay for their level for twelve (12) months
or more on October 1, 2002, will move to the new maximum rate of pay effective October 1, 2002.
(6) The pay increment date for an employee appointed after February 8, 1989, to a position in the bargaining unit on promotion, demotion or from outside the Public Service shall be the first (1st) Monday following the pay increment period specified in the pay notes as calculated from the date of promotion, demotion or appointment from outside the Public Service.

**

(10) Every employee being paid in that part of the BI-1 scale identified by ten-dollar ($10) intermediate steps will have his performance reviewed by the Employer within two (2) years of his appointment to that part of the scale with a view to ascertaining whether the employee should be paid at the first (1st) step in the fixed incremental part of the scale. On the basis of this review, the Employer will decide whether to certify that the employee should be paid at that point in time at the first (1st) step in that part of the scale. An employee who continues to be paid in that part of the scale identified by ten-dollar ($10) intermediate steps after the second (2nd) anniversary of his appointment will have his performance reviewed at least annually thereafter.
(11) The pay increment date for an employee, appointed on or after July 26, 1982, to a position in the bargaining unit upon promotion, demotion or from outside the Public Service, shall be the anniversary date of such appointment. The anniversary date for an employee who was appointed to a position in the bargaining unit prior to July 26, 1982 remains unchanged.
