Descriptive Compilation of PSMA Change Management Framework Elements


We are pleased to forward you the Public Service Modernization Act (PSMA) and Human Resources (HR) Modernization Change Management Framework illustration and accompanying descriptive compilation of the PSMA Implementation Framework elements.

The purpose of the framework and the accompanying descriptive elements is to describe for executives, managers, and employees how PSMA and HR Modernization changes are being managed. The suite of tools, which is based on the PSMA Change Strategy and is related to the PSMA Change Plan, is an evolving, “evergreen” tool kit of documents that explain:

  • key drivers for change;
  • success criteria;
  • high-level phases of the change management methodology;
  • the three key elements of change strategy: people, process, and content;
  • key results expected, including the Management Accountability Framework (MAF), People Component of the MAF (PCMAF) and Staffing Management Accountability Framework (SMAF); and
  • feedback mechanisms to allow for course correction and to drive a continuous improvement process.

It was developed mid-stream in the PSMA change process as it became apparent that leaders required more than a project master plan. Initiated in the summer of 2005 by the PSMA Secretariat in partnership with the Canada School of Public Service, various contributors submitted and validated texts that support the overall Framework.

This descriptive compilation of the PSMA Implementation Framework elements complements the PSMA Change Management Framework illustration. The descriptions below attempt to capture where we have been regarding this change, what has been achieved, and what is ahead for us that requires further attention for each element indicated in the three pillars (i.e. People, Process, and Content) of the detailed PSMA Change Management Framework illustration (PDF Version).

This compilation is a tool that departments and agencies can use to conduct a comparison of their own strategies or draft a strategy more suited to their own needs. Moreover, it can assist change leaders in guiding their organizations through transformational change.

We would like to extend our appreciation to all contributors for their excellent work and cooperation on this tool kit and we will need your continuing support as the change process and this tool kit evolve.
