Labour Market Agreements for Persons with Disabilities (LMAPD)

Description

Under the Labour Market Agreements for Persons with Disabilities, the Government of Canada contributes funding to provincial programs and services to improve the employment situation of Canadians with disabilities by enhancing their employability, increasing the employment opportunities available to them, and by building on the existing knowledge base.


Shared Outcome(s)

The key outcome is to improve the employment situation of persons with disabilities. Measuring and reporting on program and societal indicators and undertaking evaluation activities will help to assess progress toward enhancing program effectiveness and improving the labour market participation of persons with disabilities.


Governance Structures

The Labour Market Agreements for Persons with Disabilities are a partnership between federal and provincial governments. Common principles, objectives, and priority areas for action are outlined in the Multilateral Framework for Labour Market Agreements for Persons with Disabilities.

Government of Canada

  • The Government of Canada contributes 50% of the costs incurred by provinces for programs and services funded under the Labour Market Agreements for Persons with Disabilities, up to the amount of the federal allocation identified in each bilateral agreement.
  • The Government of Canada works with the provinces on accountability issues, including public reporting and evaluation.
Provinces
  • Provinces are responsible for the design, delivery and administration of funded programs and services. Provinces have the flexibility to determine their own priorities and approaches to address the needs of persons with disabilities in their jurisdictions.
  • Provinces will report annually on program and societal indicators on December 3, the International Day of Disabled Persons.
  • Governments recognize the importance of evaluating programs and services supported under the initiative to help determine impacts and outcomes. Each province may choose to undertake evaluations on its own or engage in bilateral or demonstration evaluations with the Government of Canada.
