C) Combining Notice and Consent

The recommended sequence for Notice and Consent is as follows.  You'll note that visitors are asked to click (or access by keyboard) two times before proceeding further.

Privacy Notice Statement appears first: Links to forms or application sessions on your Web site that request personal information always present the appropriate Privacy Notice Statement first (and do not go directly to the form or application session).

Confirmation of accessing the Privacy Notice Statement: At the end of each Privacy Notice Statement, visitors are told that by proceeding to the application form, they are confirming that they have accessed the Privacy Notice Statement and are ready to submit their personal information in accordance with it. When this first button or link is pressed, the visitor is taken to the application form.

Consent is given: After completing the application form, visitors are told that by pressing the second button or link, they are consenting to the collection, use and disclosure of the personal information they've submitted in accordance with the Privacy Notice Statement. When this second button or link is pressed, their personal information is submitted.
