Whole of Government Framework

  • Two reports (Canada's Performance and a future Government of Canada Report on Plans an Priorities) are based on the whole of Government planning and reporting framework that provides a "whole of government" view on resources and results.
  • About the framework:

– is based on the foundation set out by the MRRS, so it can be linked to the financial and non-financial performance data being collected under the MRRS

– reflects the full range of the government's expenditures

– is focused on results

– should remain relatively stable over time, while being able to highlight new priorities

Alignment of departmental Program Activities and Strategic Outcomes to the Framework

  • In the updated 2005-06 DPR Guidelines, c hanges were made to reflect new reporting requirements for the " whole of government framework " used for whole of government reporting.   
  • In the Summary Information Table of their 2005-06 DPRs, Departments will be asked to identify to which GoC outcome(s) their SOs and corresponding PAs are aligned to. 
  • The new Guide for the approval of Strategic Outcomes and PAA for Departments also requires the identification of the linkage between Strategic Outcomes (and corresponding program activities) and Government of Canada outcomes.
  • This new requirement is also reflected in the amendments to SO and PAAs for the 2007–08 ARLU/Estimates cycle.
  • This alignment of Strategic Outcomes and their corresponding Program Activities makes it possible to calculate spending by Government of Canada outcome . 
  • For this reason, and to arrive at the correct total for all government spending, a program activity can only be aligned to one Government of Canada outcome. A strategic outcome, however, can contribute to more than one Government of Canada outcome.
  • Here is an example of a Department or Agency's alignment of Program Activity and Strategic Outcome to Government of Canada outcomes.
