Cooperation with the Non-Governmental Sector aims to increase the production and dissemination of knowledge, methods and tools to support teaching of a second language.

I. Cooperation framework

Investments are made within the framework of contribution agreements concluded directly with organizations in the field of education who present projects with the following characteristics:

• compatibility with the mandate and objectives of the organization;
• national scale or interest (e.g.: impact in at least two provinces or territories);
• contribution to increasing the production and dissemination of knowledge, methods and tools related to teaching a second language.

II. Eligible recipients

Canadian non-profit organizations, professional associations and post-secondary institutions.

Individuals and governmental organizations are not eligible.

III. Funding decisions and evaluation criteria

Funding decisions are based on available funds, priorities and an analysis of requests in accordance with the following criteria:

• Quality of the action plan, which must include:
• a status report in the areas of action concerned;
• a written description of planned programs, services, activities or projects;
• a clear statement of expected outcomes and performance indicators for the full period of the investment;
• links between the proposed activities and the objectives and priorities of the Second-Language Learning component;
• a time frame for implementation;
• a budget with a breakdown of projected expenditures and the financial contributions of each party for the proposed programs, services or activities.

• Innovative character of the project or initiative.

• Effectiveness of the action plan as an instrument for achieving the objectives of the Second-Language Learning component and producing expected outcomes (diversification of funding resources, follow-up measures, etc.).

• Adequacy of the proposed budget in relation to the activities to be carried out.

IV. Eligible expenditures

Eligible expenditures include direct costs related to the production and dissemination of knowledge, methods and tools for the teaching of English or French as second languages, which are likely to facilitate learning, as described in the initial funding request, i.e., salaries, travel expenses and advertising.

Capital expenditures and programming expenses are not eligible.

V. Schedule

Invitations to make funding requests will be sent out annually with a submissions deadline. Funding recommendations will be made based on the above-mentioned criteria, available funds and due diligence principles. All funding decisions rest with the Minister of Canadian Heritage.

Note:

• An invitation to submit a funding request does not constitute a financial commitment on the part of the Department.
• An organization that has not received an invitation can, nonetheless, submit a proposal.
• Only requests containing all required information will be reviewed.
• Organizations submitting a funding request should refer to the "Applicant's Guide" and complete the request form.

VI. Funding terms

Requests will be funded by the Department through a contribution agreement that will set out requirements for reporting and payments.

Cooperation with the Non-Governmental Sector will be administered according to the Government of Canada’s fiscal year, April 1 to March 31. A project that extends over a different time period, however, may be carried out within the framework of a multi-year funding agreement.

Organizations must acknowledge the contribution of the Department of Canadian Heritage in all publicity or advertising programs related to funded activities.
