Scope and content
Sub-series consists of general registry files from the registry system for the period 1940-1963. These files are the main departmental file on any given subject. This registry system is commonly referred to as the "40 Series". The registry system is a consecutive numbered filing system beginning with file 1-40 in 1940 going to file 15500-11-4-40 in 1963 when the system was closed. Each file number ends with the suffix -40. The system began in the same way as the initial filing system created by the department, the "39 series", ie: each year a new consecutive numbering system was begun.
However, because of the volume of business during and after the war the system became a file block system with like subjects being dealt with on similar numbered files. An example is file 5475-40. This file was first set up as the file for the United Nations. It soon became apparent that there were so many pieces of correspondence, reports, memoranda, etc. regarding the United Nations that one file number could not contain it all. File 5475-40 became subdivided into 5475-1-40, 5475-A-40 and 5475-A-1-40, etc. File 5475-40 became the block whereby all material relating to the United Nations was filed.
This registry system covers all operations of the Department of External Affairs between 1940 and 1963. Topics covered include Canada's diplomatic activities throughout the Second World War, the establishment of all of the many post war organizations, including the United Nations and North Atlantic Treaty Organization, bilateral and multilateral relations with almost every other country in the world along with files relating to the operation of the Department of External Affairs itself, and architectural drawings of the Regent Annex and the L.R. Steel buildings used to accommodate the department.

Finding aid
The finding aid for this series is in two parts. Part 1 is a KWOC -Key Word Out of Context - printout organized by subject. The researcher must look up the subject in which one is interested and will then find the file titles and file numbers relating to that subject. The researcher must then go to Part 2 of the finding aid which is a MINISIS printout organized by file number. Using the file number found is part 1 of the finding aid, the researcher will then look for that file number in part 2 and subsequently find the reference. 25-5 (Electronic)

Volumes 6153-6165 (finding aid 25-5, part 23) is a thirteen part alphabetically arranged subject index called the "KWOC" - a Keyword Out of Context. This finding aid was created by the Department of External Affairs in the mid 1960's, soon after the registry system - the "40 series" - was closed. Some records created by the department were destroyed before being trasferred to the National Archives of Canada. Therefore, in some cases, the only proof of a departmental activity is the title and the date of the file in this finding aid. 25-5 (Paper)
