Council of Federal Libraries Consortium Advisory Committee

Terms of reference

  1. Objective
    The objective of the Consortium Advisory Committee is to provide direction and functional management to the Consortium Coordinator.

  2. Membership
    1. The Committee shall consist of six library managers from the Consortium membership, or their delegates.
    2. Members shall serve for two years, provided their libraries continue as Consortium members. Term of office can be renewed once. Expiry of membership shall be staggered to ensure continuity.
    3. The Committee shall elect a Chairperson for approval by the Planning and Priorities Committee (PPC). The Chairperson shall be from a federal library other than the National Library of Canada or the Canada Institute for Scientific and Technical Information.
    4. There shall be two ex-officio members: the Consortium Coordinator and the Director General, National and International Programs Branch, National Library of Canada.

  3. Relationship to Planning and Priorities Committee
    1. The Chairperson and the Coordinator shall represent the Committee at Committee Conveners’ meetings and at other meetings called by PPC.
    2. Changes to the Committee’s terms of reference shall be approved by PPC.
    3. Activities requiring funding shall be approved by PPC.

  4. Role of the Chairperson
    1. The Chairperson shall chair meetings, co-ordinate activities, and maintain the official records of the Committee.
    2. The Chairperson shall deposit minutes of meetings with the National and International Programs Branch, National Library of Canada.
    3. The Chairperson shall act as liaison with PPC and with other CFL Committees.
    4. The Chairperson shall represent the Committee in all matters pertaining to the Consortium.
    5. The Chairperson shall report to PPC as specified in the CFL Bylaws, Section 12.2(6).

  5. Committee Functions
    1. The Committee shall provide direction to the Coordinator in the areas of budget and shared administrative costs, marketing and communications, policies, and negotiations with libraries and vendors.
    2. The Committee shall evaluate and make recommendations to the Coordinator on vendor proposals, as required.
    3. The Committee shall establish the responsibilities of the Coordinator, staff the position, and evaluate the incumbent’s performance.
    4. The Committee shall establish a Nominating Sub-committee of three of its members.
    5. The Committee may propose amendments to its terms of reference for approval by PPC.

  6. Nominations
    1. Nominations to the Committee shall be separate from, but concurrent with, Council of Federal Library Steering Committee nominations. The election process shall adhere to CFL election procedures, as specified in the CFL Bylaws, Section 10(2).
    2. The Nominating Sub-committee shall endeavour to present a slate of candidates representing the full spectrum (i.e., in size, subject, location, etc.) of Consortium libraries.
