Canada-Wide Science Fair Winners to Tour CIPO

As part of CIPO's first Canadian Youth Innovators' Tour, the top three student winners from the Canada-Wide Science Fair (CWSF), held in Truro, Nova Scotia, this year, will be visiting CIPO on July 5.

The Canada-Wide Science Fair Globe icon denoting a link that opens new window to a non-CIPO site. is an annual science project competition among top Canadian high school students. CIPO's Outreach Program team has participated in the event for the past two years. Read more about the event from the Learn about IP section of our website.

During their visit to CIPO on July 5, the students will learn how CIPO operates, in particular, the Client Service Centre, and the Patent and Trade-marks Branches. They will also take advantage of a personalized IP information session with a patent examiner from CIPO's Patent Branch. This will allow them to learn more about IP as it relates to their winning science project.

After the Tour, we will publish the highlights and introduce you to these brilliant students.

Regulatory Changes Come into Force June 2, 2007

The Rules amending the Patent Rules, the Regulations amending the Industrial Design Regulations, the Regulations amending the Integrated Circuit Topography Regulations, and the Regulations amending the Copyright Regulations come into force June 2, 2007. While some provisions in the Regulations amending the Trade-marks Regulations come into force June 2, 2007, it is important to note that sections 4, 5, 6, 8 and 9 come into force on October 1, 2007.

The Patent Rules' amendments will encourage small entities (i.e. entities employing 50 or fewer employees or a university) to use the patent system while providing a relief mechanism for those who mistakenly pay fees at the small entity level. Additional amendments to the Patent Rules, the Trade-marks Regulations (1996), the Industrial Design Regulations, the Integrated Circuit Topography Regulations, and the Copyright Regulations were also made to improve the intellectual property regime by simplifying procedures, and reducing processing times and costs, in keeping with the principles of the Government of Canada's initiative on Smart Regulation and the Paperwork Burden Reduction Initiative (PBRI). CIPO Hosts Federal Partners in Technology Transfer Meeting

CIPO's Outreach team hosted the spring meeting of Federal Partners in Technology Transfer (FPTT) on March 29, 2007, with a focus on Advanced Intellectual Property (IP) Issues.

The FPTT is an established network of federal public servants from the science-based departments and agencies committed to working together to ensure the expeditious transfer of the value created in federal labs.

Christine Piché and Margaret McKay of the National Research Council Canada, both well-versed in the practicalities of IP, helped participants understand what they need to keep in mind about IP when they are dealing with potential partners in areas such as disclosure and licensing, in order to avoid certain pitfalls.

John Kane, Manager of the FPTT talked about the results of consultations held with senior science officials. The message that emerged strongly from the consultations was the importance of demonstrating the relevance of federal labs and their contribution to economic growth and prosperity. This was an invigorating message for participants that drove home the importance to their work of understanding IP.

Valuable input was also given by David Tobin, recently retired Commissioner of Patents, Registrar of Trade-marks and Chief Executive Officer of CIPO, Linda Labonté, Director of CIPO's Information Branch and Louis-Pierre Riel, Section Head, Electrical Division in the Patent Branch who were also in attendance.

CIPO's Outreach team deemed the meeting a success and recognized the need to continue the dialogue and sharing of best practices and knowledge among members of this community of practice.

On May 16, 2007, amendments to the Patent Rules, the Trade-marks Regulations (1996), the Industrial Design Regulations, the Integrated Circuit Topography Regulations, and the Copyright Regulations were published in the Canada Gazette, Part II.

CIPO at the Canada-Wide Science Fair

CIPO will be attending the annual Canada-Wide Science Fair as an exhibitor from May 12 to 20, 2007. In anticipation of this event, which will be held in Truro, Nova Scotia, educational materials have been prepared for distribution and are available on our site.

As a new feature this year, CIPO has initiated the Canadian Youth Innovators' Tour. Participation in this Tour will be awarded to the top three winners of the Fair. During the Tour, they will learn how our office operates and receive a personalized IP awareness session with a patent examiner.

CIPO has a new Commissioner of Patents, Registrar of Trade-marks and Chief Executive Officer

Mary Carman has been appointed Commissioner of Patents, Registrar of Trade-marks and Chief Executive Officer of the Canadian Intellectual Property Office, effective April 28, 2007.

Ms. Carman has more than 25 years of federal government experience in several departments, in areas as diverse as pre-market approval of pharmaceuticals at Health Canada and economic policy assessment at the Privy Council Office.

Since she joined Industry Canada in early 2003, Ms. Carman has served as Associate Assistant Deputy Minister of Spectrum, Information Technologies and Telecommunications, as Chief Information Officer, and as Assistant Deputy Minister (ADM), Science and Innovation Sector. Most recently she was ADM, Small Business and Marketplace Services (SBMS). Her diverse professional experience and wide knowledge in such areas as economics and health, as well as her impressive background in public administration, prepare her very well for her new challenge.
