How Washington Really Works (Z114) Senior Managers 

“Canadian officials must also understand how an issue of importance to Canada will play out in US domestic politics. This requires a comprehension of constitutional and institutional differences of the US political system.”

The Public Service of Canada is committed to strengthening key leadership competencies for senior officials who are responsible for developing and managing effective engagement on Canada-United States issues. During this five-day course, two days in Ottawa and three days in Washington, DC, you will deepen your knowledge of how the U.S. political, legislative and regulatory systems work to advance Canadian interests in the context of Canada-United States relations. You will be provided with opportunities to discuss issues with leaders from within and outside the public service. You will also visit individuals and organizations from various levels of the U.S. government and the Canadian embassy in Washington, DC.

Content

  • Focusing on the key institutions, actors and influencers, both public and private, in U.S. federal policy-making and how the various players and processes shape engagement outcomes;
  • mapping the constellation of institutions, processes and players – public and private – that bear on U.S. policy design and implementation;
  • providing the underpinnings for dynamic networks of public servants to share experiences and best practices, which can serve as informal sources of ideas and advice.
  • highlighting key differences in political and bureaucratic decision-making in Canada and the United States and their implications for engagement with U.S. counterparts – the constraints, the opportunities and timeframes;
  • improving your strategic policy and planning capacities through recent case studies.

Course Duration: 5 days

Cost : $8,000 plus travel and three nights’ accommodation in Washington, DC.

Typical Participants

Directors and Directors-General (EX1 to EX3) in departments whose responsibilities include engaging with U.S. counterparts.

Prerequisites

E-learning Web site with pre-course readings and a self-assessment questionnaire on developing and managing effective engagement on Canada-U.S. issues.

Once registered, you can withdraw from a course without penalty, provided you fax or e-mail the School a cancellation notice at least 14 calendar days before the course start date.
