The Fulbright-Government of Canada Mid-Career Professional Program

The Fulbright-Government of Canada Mid-Career Professional Program provides Government of Canada executives with a unique opportunity for professional development through graduate study and/or research at a major American academic institution.

Long regarded as the world’s premier academic exchange program, the Fulbright Program attracts exceptional students and scholars from around the world.  Administered by the Foundation for Educational Exchange between Canada and the United States, the Canada-U.S. Fulbright Program was established in 1990 to enhance mutual understanding through high-level academic exchange.

Every year, Government of Canada executives with exceptional leadership potential are given an unparalleled opportunity to engage with the most influential thinkers of the day, and to work within richly creative academic settings.  Participants have considerable scope to shape their Fulbright experience, whether proposing to conduct research or to pursue a graduate degree.  The area of study must be relevant to the relationship between Canada and the United States and should have timely relevance to government priorities/issues.

Applications should be delivered to the Canada School of Public Service (CSPS) by November 6, 2007.  Please note that the applicant’s sponsoring department is responsible for paying full salary and benefits, US $25,000 for tuition, and a monthly maintenance allowance of up to US$5,000 for up to 10 months.  The duration of the assignment is not to exceed one year and, upon returning from the United States, participants are expected to share their experience with the broader public service by participating in a CSPS sponsored event.

Qualifications

Potential candidates must demonstrate or possess the following qualifications to be eligible for the Program:

  • be at the EX or equivalent level or above of the Federal Public Service;
  • be a Canadian citizen at the time of application (permanent resident status or landed immigrant status are not sufficient);
  • possess English language proficiency;
  • received a bachelor’s degree prior to September 2008 start date;
  • be a mid-career executive who will be able to apply the knowledge that is acquired;
  • have an exemplary track record of performance;
  • meet current United States J-1 visa requirements; and
  • be employed in an area of the federal government where knowledge of Canada–U.S. relations would be extremely beneficial.

Please note that Executives are not eligible to apply for a Canada–U.S. Fulbright Program if:

  • they are a dual citizen of Canada and the United States of America;
  • they currently hold permanent residency status in America;
  • they are currently residing in America or are enrolled at a university in the United States;
  • they have already received a Student Fulbright award in the past 5 years;
  • they have resided abroad for five or more consecutive years in the six year period immediately preceding the time of application; or
  • they have had recent substantial experience in the United States (defined as extended study, teaching, research or employment for a period of more than an academic year (nine months) during the past five years); or
  • they are currently, or have been in the last year, a local employee of a U.S. mission abroad, or have an immediate family member who works for the U.S. Department of State.

Application and Selection Process

Please refer to the application instructions and form located on the Fulbright web site at: www.fulbright.ca.

Candidates must submit the following documents to the Canada School of Public Service by November 6, 2007:

  • A nomination letter by the Deputy Head that clearly articulates the aspects of the Executive’s experience and performance that best illustrate a proven track record of achievement and leadership potential; and that makes a clear commitment to continue paying the participant’s full salary and benefits, and cover the cost of the Program (US$25,000, plus US $5,000/month for up to one year); and
  • A letter of Invitation/ Acceptance or any relevant correspondence from your host institution. Please forward relevant documentation received subsequent to the submission of your application to the Canada-U.S. Fulbright Program.

A completed Fulbright Application package consisting of:

    • Foreign Fulbright Grant Application Cover Sheet ;
    • Application Form;
    • Curriculum Vitae, not in excess of eight pages;
    • Personal Statement;
    • Project Statement; and,
    • Check List.

    Should the applicant be one of the successful candidates chosen for referral to the Fulbright Adjudication Committee, confidential letters of reference and official university transcripts will need to be provided to the CSPS by November 30, 2007.

    A selection committee of senior federal officials will assess the nominations and select candidates for consideration by the Fulbright Adjudication Committee in Canada (composed of nine senior Canadian scholars).  The successful candidate will normally be announced in April 2008.  The Canada-U.S. Fulbright Program may contact the candidates to obtain additional information if required.
