Foreign Worker Program

Every year, Canadian employers hire thousands of foreign workers to help address skill and labour shortages.

Human Resources and Social Development Canada (HRSDC) and Citizenship and Immigration Canada (CIC) work to ensure that foreign workers will support economic growth in Canada and help create job opportunities for all Canadians.

What's new?

Are you an employer looking to hire temporary foreign workers for positions located in Alberta and British Columbia in the following occupations?

Dental Technician	Pharmacists
Registered Nurses	Ski and Snowboard Instructors
Journeyman/Woman Crane Operators	Journeyman/Woman Carpenters
Hotel and Hospitality Room Attendants	Tour and Travel Guides
Hotel Front Desk Clerk	Retail Salespersons and Sales Clerks
Food Counter Attendants	Food and Beverage Servers

If you are, you may qualify to participate in the Expedited Labour Market Opinion (E-LMO) Pilot Project and receive an expedited Labour Market Opinion within three to five days of Service Canada receiving your application.

Information for Employers

Find out what you, as an employer, must do if you plan to hire a foreign worker in Canada noting that a Quebec Acceptance Certificate (QAC) issued by the province is also required for jobs in Quebec.

Note: Please be aware that there are also specific processes for employers planning to hire foreign workers in a number of industry sectors and occupations with special requirements.

NEW: Hiring Temporary Foreign Workers for Occupations under Pressure

In some regions, and depending on the circumstances/time, labour market information may indicate that the demand for labour in certain specific occupations is greater than the available supply. To meet the pressing human resource needs of employers, Human Resources and Social Development Canada (HRSDC) and Service Canada (SC) have developed Regional Lists of Occupations under Pressure. For occupations found on these lists, employers will not be required to undertake lengthy or comprehensive advertising efforts before being eligible to apply to hire a foreign worker.
