Federal Public Servant-in-Residence Initiative

Purpose

The Federal Public Servants in Residence Initiative (FPSRI) is meant to advance individual leadership by placing promising executives in Canadian universities for research and/or teaching linked to the strategic objectives of sponsoring departments and the broader public service.

The FPSRI public servants with the unique opportunity to build robust relationships with Canadian universities in fields related to public management and public administration. Apart from research and/or teaching duties, participants are expected to be active members within the academic communities that they join, and thus may be asked to deliver lectures, collaborate with faculty members on research projects, and to be available to consult with students.

Through their participation, individuals and their sponsoring departments contribute to strengthening the flow of information/ideas between the federal public service and the university community, and help ensure that the public service leadership is equipped with the creativity and knowledge to innovatively think and plan for Canada’s future.

The CSPS canvases departments for applicants, who, to be considered, must submit:

  • a proposal that demonstrates how the assignment would benefit the applicant, the sponsoring department and the public service, and CSPS priorities;

  • a nomination letter by the applicant’s Deputy Head that includes commitment to pay the applicant’s salary and benefits for the duration of the assignment, and moving costs; and

  • a curriculum vitae demonstrating an applicant’s likely success working in an academic milieu (e.g., past or current scholarships or fellowships, academic honours or prizes, a list of publications, current or past membership in relevant professional societies or other organizations, and any relevant teaching and research experience).

Submissions are evaluated by a DM Review Committee chaired by the CSPS President.

As the coordinator of the Initiative, the CSPS can facilitate placements with universities, help participants develop research and teaching agendas, and assist in developing a plan to diffuse the results of their her work throughout the School and the public service (via avenues such as courses, armchair discussions, roundtables and special events).

The sponsoring department will continue to pay the candidate's salary and benefits while the host school or program will provide administrative, technical and research support and office space.
