Orders in Council

The Orders in Council Division provides advice to the Prime Minister and the Clerk of the Privy Council on the use of Orders in Council (OICs) and Instruments of Advice. The division supports the Treasury Board Cabinet Committee and is responsible for the approval of Orders in Council, regulations and other statutory instruments.


Key roles include:

  • Producing and distributing Orders in Council; 
  • Preparing a weekly agenda for submitting Orders in Council to the Treasury Board Cabinet Committee; 
  • Transmitting Orders in Council and Instruments of Advice to the Governor General for final approval; 
  • Maintaining and conserving records of approved Orders in Council, The Canada Gazette Part II and a number of Oath Books; 
  • Planning swearing-in ceremonies at Rideau Hall (including Cabinet shuffles).

The division also maintains a searchable database of Orders in Council for public use.
