Foreign Service Directives - April 1, 1999

1. As you are aware, provision is made under the Foreign Service Directives (FSD) to revise certain allowance and dollar amounts on the first of April each year in accordance with the methodologies agreed to in the National Joint Council Committee on Foreign Service Directives.

2. The fixed rates for the personal use of a Crown-held automobile or alternative transportation under the provisions of FSD 30, Post Transportation and Related Expenses, have been revised as follows, effective April 1, 1999:

$2,595 per year

$ 216 per month

$ 11 per day

3. Treasury Board Circular 1998-1 of April 1, 1998, announced the revised amounts of certain allowances and dollar amounts effective April 1, 1998. Effective April 1, 1999, these allowances and dollar amounts are further increased by 4.01 per cent, as outlined in this circular.

4. The following changes are effective April 1, 1999:

FSD 10 - Posting Loan

Increase the maximum amount of the loan from $26,353 to $27,410 or up to 50 per cent of gross annual salary in effect at the time the loan is approved, whichever is the lesser.

FSD 15 - Relocation

FSD 15.31 - Incidental Relocation Expense Allowance

Increase the incidental relocation expense allowance from $1,917 to $1,994 per relocation.

FSD 15.32 - Car Rental Expenses

Increase the amount which may be claimed for car rental expenses outside Canada from $639 to $665 per relocation.

FSD 55 - Post Living Allowance

Adjust disposable income to 50 per cent of gross annual salary for those employees earning $63,955 per year and above, and 55 per cent of gross annual salary for those employees earning under $63,955; however, salary at the commencement date of any posting shall determine the percentage of disposable income for the duration of that posting.

FSD 56 - Foreign Service Premium

Appendix VII to Directive 56, Foreign Service Premium (attached) reflects FSP rates effective April 1, 1999.

An employee at post on March 31, 1999, shall not receive a lesser premium on April 1, 1999 than that which would have been received on the basis of the salary band in effect on March 31, 1999. In effect, all employees at post on March 31, 1999, shall receive an increase in FSP of 4.01 per cent on April 1, 1999.
