Appointments are made by the Governor-in-Council through an Order in Council which specifies the term and the tenure. All Members hold office during good behaviour and perform their duties on a full-time basis.
The VRAB Act limits the number of permanent Board Members to 29 which includes the Chair and Deputy Chair; however, depending on workload, the GIC may appoint any additional number of temporary Members to deal with that workload.
A permanent Member shall be appointed for a term not exceeding ten years and is eligible to be reappointed. Initial appointments are usually in the range of one to five years. A temporary Member shall be appointed for a term not exceeding two years and is eligible to be reappointed for only one additional term.
