The Controlled Goods Directorate (CGD) helps strengthen Canada's defence trade controls through registration, prevention, deterrence and detection. This is achieved by regulating the access, possession and transfer in Canada of controlled goods and/or controlled technology. The CGD is legislated by the Defence Production Act (DPA).

WHO MUST REGISTER?

Registration under the CGD is required for anyone who examines or possesses controlled goods and/or controlled technology in Canada. Proof of registration is also required for the legal transfer of controlled goods and/or controlled technology. Export permits cannot be issued for controlled goods and/or controlled technology unless the CGD registration is approved.

Controlled Goods Priority

 SECURITY PLAN

It is mandatory for companies to have an up-to-date security plan describing the procedures used to control the examination, possession and transfer of controlled goods and/or controlled technology as well as those relating to reporting and investigating security breaches. Security plans must also include:

  • a description of the responsibilities of those persons carrying out security.

  • information on the identities of persons responsible for the security of controlled goods.

  • the contents of security briefings and training programs given to visitors, officers, directors, employees, and temporary workers.
