Consumer Price Index for Utilities - Isolated Posts and Government Housing Directive (IPGHD)

March 14, 2007

To: Functional Heads of Human Resources, Finance and Administration

The purpose of this notice is to provide departments and agencies with the revised Consumer Price Index (CPI) for Utilities.

Statistics Canada, using 1992 as the base year, reports the January 2007 CPI for Utilities as 167.2.  The IPGHD, however, uses 1991 as the base year.  It was necessary, therefore, to re-base the January 2007 CPI to 1991.  To do this, we applied the following formula:

167.2 (2007 CPI for Utilities) x 1.281 (conversion factor) = 214.18

The index of 214.18 should be used in the calculation of utilities charges as per Section 6.17 of the Isolated Posts and Government Housing Directive.

Please ensure that it is provided to those responsible for calculating the charges.

If you have any questions, please contact Jo-Anne Tremblay on (613) 952-3202.
