Technical Notes

This PSC Statistical Information Site is the source of official information on hiring and staffing activities for the federal public service.


Hiring and staffing activities:

  • The hiring and staffing activities data is available as of fiscal year 2000-2001. The current year will be updated on a quarterly basis:
    • Fiscal Year: 2006-Q1 - April 1st, 2006 to June 30th, 2006
    • Fiscal Year: 2006-Q2 - April 1st, 2006 to September 30th, 2006
    • Fiscal Year: 2006-Q3 - April 1st, 2006 to December 31st, 2006
  • The hiring and staffing activities data match the data that have been published in PSC Annual Reports.
  • The information on hiring and staffing activities is derived from data received from the Public Service Human Resources Management Agency of Canada's (PSHRMAC) Incumbent file. This file is extracted from the Public Works and Government Services (PWGSC) pay system. AIAD has developed a series of algorithms that are used against these files to produce the PSC official record of hiring and staffing activities across the federal Public Service based on pay transactions submitted by departments. As with any estimation process, the resulting file may contain errors at the record level resulting from the manner in which PWGSC pay codes are being selected by departments to generate a particular pay action. However these files provide a robust environment for Human Resource planning purposes and for studying trends in staffing.
  • The staffing activities include:
    • Appointments to the Public Service
    • Promotions
    • Lateral and downward movements
    • Acting appointments.
  • All indeterminate and term appointments are included and acting appointments of four months or less are excluded.
  • All tables including lateral and downward movements combine lateral or downward transfers and deployments.
  • The hiring activities include:
    • Students
    • Casuals

Population:

  • The population data is available as of March 31st and will be updated on a yearly basis. In addition, the most recent quarter will also be made available.
  • The population data includes:
    • Indeterminate
    • Specified period less or equal to 3 months
    • Specified period more than 3 months
    • Casuals
  • The information on population data is derived from data received from the Public Service Human Resources Management Agency of Canada's (PSHRMAC) Incumbent file.
  • Please note that the population data is only for the use of PSC employees and departmental Human Resource staff involved in HR planning issues and is not intended for public release.
