Living Cost Differential (LCD) Survey Results for Manitoba Region

SUBJECT: Living Cost Differential (LCD) Survey Results for Manitoba Region

Departments are reminded to distribute this notice to employees at your headquarters and regional offices who are involved in the administration of the isolated posts allowances.

The results of the Statistics Canada survey of the Living Costs Differential (LCD) Indexes for the Manitoba Region conducted in February/March 2007 were recently communicated to the National Joint Council Isolated Posts and Government Housing Committee (NJC-IPGHC). A total of thirty-seven (37) isolated posts were involved in this review and the results can be summarized as follows:

The changes are effective November 1, 2007.

* Note: under section 2.7.3 EA and LCD: When written notices have been received by employees that the EA or LCD of a location is revoked, the amount of their EA and/or their LCD Allowance (as applicable) shall be reduced by the amount of the decrease, at a rate of $100.00 per month, starting on the first day of the fourth calendar month after the month in which written notice was received, until the allowance(s) has been reduced to zero.

Departments are to provide written notices, within 60 days of the date of this information notice, to employees who are affected by the changes as per Section 2.12 of the IPGHD as the total amount of the reduction in the living cost differential shall be effective on the first day of the fourth calendar month after the month in which written notice was received.

Departmental employees or regional staff should direct any questions on this subject to the appropriate departmental corporate official.
