Brief Description of Initiative:

Individuals apply to write the Customs Broker's Licensing Examination. Once they have passed the exam, they are entitled to be licensed and operate as Customs brokers. The licensee pays a fee for each location from which they operate.

1. Consultation and Analysis

The program is regulatory and pre-agency. The normal regulatory review process applies, which requires consultation with stakeholders during each phase of analysis that is conducted prior to the proposal of fees and application for the related regulation. The Brokers License Fee is set within the Customs Brokers Licensing Regulations. In addition to the consultation that took place when this fee was proposed and established, the brokers association meets with CCRA officials on a regular basis at which time issues of concern can be addressed.

2. Service Standards Summary

The regulation, as noted above, directs the responsibilities of applicants and of the government in testing and issuing these licenses. The program has been designed to meet with these regulatory requirements and to facilitate the compliance with them by applicants.

3. Client Redress

Regular meetings are held between the brokers association and CCRA officials, which provide the brokers with a means of addressing any concerns to the CCRA.
