Overview of International and Interparliamentary Affairs

The International and Interparliamentary Affairs Directorate (IIA) is responsible for the coordination of the Parliament of Canada's external relations and activities.

What is the mandate and role of IIA? What does it do?

IIA is mandated to meet the current needs of Canadian parliamentarians in a changing
geo-political context. The role of IIA is to support parliamentarians in their promotion of democracy, good governance and the Canadian parliamentary system on the international scene. To this end, the IIA team assumes a variety of responsibilities in administering the Directorate's four main official programs:

Though each has existed for some time and in various forms, these spheres of activity involving international relations were recently brought together effectively under a single umbrella.

When was IIA established and why?

The framework of IIA was built in 2001. In response to the recommendations of the
Strahl-Prud'homme Report
on parliamentary associations, the Senate Standing Committee on Internal Economy, Budgets and Administration and the Board of Internal Economy of the House of Commons (BOIE) approved, in June 2000, the establishment of an International and Interparliamentary Affairs Directorate.

Instituting the directorate has allowed for a more effective structural framework and, thus, a consistent and coordinated approach to Parliament's international relations. Internally, it means the development and selection of programs and activities that match global priorities and that complement Canadian action internationally. Externally, it provides for the identification of a single window to respond to all requests from various stakeholders.

The creation of IIA confirmed the commitment of the Speakers of the Senate and the
House of Commons "to work together towards establishing a distinctly parliamentary strategy for international affairs".
