Not done: this is the Possible way to limit bloat[edit]
A possible way of limiting bloat would be to have a design like this {{Help navigation/sandbox}}
Ask for help on your talk pageIts pretty simple. Help: Contents, Noticeboards, Frequently asked questions (FAQs), Reference desks and The Missing Manual are changed to links at the top of the navbox. The rest of the navbox is much the same. This is simpler and might be more newbie friendly.
