I applaud Congress for passing the Promoting Travel, Commerce, and National Security Act of 2016 on December 10.  This legislation enables us to implement the critical 2015 United States and Canada Agreement on Land, Rail, Marine, and Air Transport Preclearance (LRMA). Once Canada takes action and the agreement enters into force, the LRMA will strengthen the security of our homeland while facilitating legitimate cross-border travel.

While we are disappointed with the Department of Homeland Security’s overall 2016 ranking in the Partnership for Public Service’s “Best Places to Work in the Federal Government,” I am pleased that our employee engagement score increased 2.7-points.  This is in contrast to an overall 1.3-point increase government-wide, and it is the second largest single-year increase of any large agency.  This is also the first increase in the Department’s survey score since 2010.

I congratulate the Newark Field Office of ICE’s Enforcement and Removal Operations for the surge operation conducted December 5-9. This operation resulted in the arrest of 82 priority targets for removal, and every arrest was of a convicted criminal who was among our highest priorities for removal, as set forth in my enforcement priorities memorandum issued in November 2014.
