Law and crime
  • Smoking is banned in all California bars and restaurants.
Politics and elections
  • Toronto and six other communities in Canada are merged to form a new megacity. The next day Mel Lastman is sworn in as its first mayor.
  • Alan Eagleson pleads guilty to fraud in Canada.
  • The Lunar Prospector spacecraft is launched into orbit around the Moon, and later finds evidence for frozen water, in soil in permanently shadowed craters near the Moon's poles.
  • Gunmen hold at least 400 children and teachers hostage for several hours, at an elementary school in Manila, Philippines.
