Biography of the Chief Administrator

DANIEL GOSSELIN, FCPA, FCA

Chief Administrator, Courts Administration Service

Daniel Gosselin was appointed Chief Administrator of the Courts Administration Service (CAS) on January 31, 2011.

As Chief Administrator, Mr. Gosselin is accountable to Parliament for the provision of a complete range of judicial, registry and administrative support services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court of Canada and the Tax Court of Canada (the Courts). His role is to enhance the effective and efficient use of human, financial and material resources to meet the evolving needs of the Courts, while taking into account their respective specificities and safeguarding judicial independence. He must also ensure the provision of timely registry services, judicial support and corporate services to the judiciary and the Canadian public, while ensuring vigorous stewardship of public funds.

Before his appointment at CAS, Mr. Gosselin was Vice-President of Corporate Management and Chief Financial Officer at the National Research Council. He also held the position of Executive Director of Finance and Awards Administration for the Natural Sciences and Engineering Research Council and the Social Sciences and Humanities Research Council of Canada. He worked at the National Capital Commission, where he occupied the positions of Senior Financial Analyst, Chief Accountant, and Director of Finance and Procurement.

Before joining the federal public service, Mr. Gosselin was working at the Centre hospitalier régional de l’Outaouais where he was in charge of budgetary control, and also practiced in the private sector, at the accounting firms of Touche Ross and Raymond Chabot Grant Thornton.

Mr. Gosselin currently serves as the Co-President of the Heads of Court Administration Committee, a federal-provincial-territorial committee which serves as a national forum for the discussion of court administration and related issues, and as a member on the Comité des comptables professionnels agréés dans le secteur public et parapublic of the Ordre des comptables professionnels agréés du Québec.

He has been very involved in his community, most notably in the areas of health, education and youth. He was also a part-time professor at the École nationale d'administration publique.

Mr. Gosselin is a Chartered Professional Accountant and Chartered Accountant with over thirty years of experience in a range of public and private sector organizations. He is a Fellow of the Ordre des comptables professionnels agréés du Québec (FCPA) and a Fellow of the Ordre des comptables agréés du Québec (FCA), and holds a Bachelor's degree in Business Administration from the Université du Québec à Hull
