Canada-Mali Foreign Investment Promotion and Protection Agreement (FIPA) Negotiations

Background

In 2010, Canada and Mali launched negotiations towards a Foreign Investment Promotion and Protection Agreement (FIPA. Negotiators were successful in concluding negotiations during the October 2011 meeting. The Agreement was signed by Canada’s Minister of International Development, Christian Paradis and the Maliam Minister of Foreign Affairs, Abdoulaye Diop, on November 28, 2014 in Dakar, Senegal.

A bilateral FIPA will provide greater predictability and certainty for Canadian investors considering investment opportunities in Mali. Canada’s objective in entering these negotiations is to secure a comprehensive, high-quality agreement which will protect investors through the establishment of a framework of legally binding rights and obligations.
