The NCC contracts out in accordance with applicable regulations, and its Corporate Administrative Policy and Procedures regarding procurement services.

We are also subject to the following trade agreements:

  • WTO (World Trade Organization – Agreement on Government Procurement)
  • AIT (Agreement on Internal Trade)
  • NAFTA (North American Free Trade Agreement)
  • CCFTA (Canada–Chile Free Trade Agreement)
  • (Canada-Columbia Free Trade Agreement)
  • CPFTA (Canada–Peru Free Trade Agreement)

All NCC tenders that are subject to these trade agreements can be found in English and French on Buy and Sell (www.Buyandsell.gc.ca), the official federal government electronic tendering system.

The NCC welcomes the opportunity to work with new suppliers and contractors. It is not mandatory to have previous experience working with the NCC, nor is bilingual service necessarily required to obtain NCC contracts. However, bilingual services may be required in certain situations (see the NCC Official Languages Program). All contractors and suppliers working on NCC property require a basic security clearance that will be performed by NCC Corporate Security. There are certain locations (such as the official residences and Parliament Hill), as well as certain projects, where the contract or supplier will require a higher level of security clearance to allow access to the site. Contractors and suppliers working on NCC projects will also be requested to carry general liability insurance in the amount of $5 million.

The NCC maintains and uses its own supplier source lists to solicit bids for smaller contracts. In addition, internal delegated buyers have the authority to purchase various items (including purchases made by acquisition cards). About 94 percent of all contracts issued by the NCC are less than $25,000 in value.

The Value of NCC Contracts

In 2015, NCC contracts amounted to $48.4 million, broken down as follows:

  • goods: $1.9 million
  • services (general and professional): $37.9 million
  • construction: $8.6 million

Each month, a list of all awarded contracts worth more than $5,000 is available to the public, and may be consulted through the NCC’s  Access to Information and Privacy Section.
