The Cadieux-Léger Fellowship

The Foreign Policy Research Division of Global Affairs Canada is pleased to announce the 2016-2017 Cadieux-Léger Fellowship.

The Cadieux-Léger Fellowship, now in its 24rd year, provides direct experience in a policy research environment focused on the diverse challenges facing Canadian foreign policy. The Cadieux-Léger Fellow is integrated in the Foreign Policy Research Division at GAC as a full-fledged analyst.  

The Fellow's work includes some research related to priority topics, writing short papers, contributing to the operational policy requirements, including by networking with internal and external experts and contributing to policy working groups.

While at GAC, the Fellow is expected to advance Canadian foreign policy and the Foreign Policy Research Division's research agenda, which includes themes such as:

  1. The future of the European project
  2. Water management (eg. Water diplomacy)
  3. Climate change
  4. Migration
  5. Conflict-prevention and/or post-conflict reconstruction efforts
  6. Pluralism and/or diversity

We welcome proposals in areas beyond these themes which have clear relevance to Canadian foreign policy priorities, such as economic prosperity and international security. Recent examples of past research topics include: natural resources, science diplomacy, religion and human rights, the future of Russia, state capitalism, and prospects for Africa. The relevance and quality of the research proposal is an important factor in the selection process.

The Foreign Policy Research Division aims to create an efficient and collaborative work environment through knowledge-sharing, exchanging experience and ideas, as well as soliciting and welcoming input in new ways from a variety of stakeholders. As such, the Fellow would be expected to build networks within GAC, the Government and with external experts. A particular emphasis will be placed on identifying and engaging new sets of stakeholders whose good ideas can be leveraged.

Eligibility

The ideal candidate will:

  • be available for a minimum of nine months between October 2016 and September 2017;
  • be working towards a PhD on a topic of relevance to Canada's foreign policy priorities;
  • be recognized as having full-time student status by the academic institution in which they are presently enrolled and maintain this status during the whole fellowship period. Part-time students working on their thesis or recognized by the academic institution in which be presently enrolled as having a disability will also be considered;
  • conform to the eligibility criteria of the Research Affiliate Program.

Shortlisted candidates will be required to obtain a Secret-level security clearance in order to finalize the selection procedure.

* While non-Canadians may apply, preference is given to Canadian citizens. A Canadian citizen is a person who was born in Canada or who has obtained Canadian citizenship.

Selection Criteria

Applying for the Cadieux-Léger Fellowship is done through the Research Affiliate Program (RAP). Only candidates that have completed this step of the process will be considered.

Interested candidates must provide the following information:

  • a curriculum vitae;
  • a complete transcript;
  • a one page research proposal on a significant foreign policy issue and its implications for Canada;
  • a one page paper demonstrating how the candidate can support the division’s current research themes, listed above;
  • proof of enrolment for 2016-17 in a recognized academic institution;
  • a sample paper or publication; and
  • the names of three references.

Award

The Cadieux-Léger Fellowship lasts up to twelve months and the Fellow will receive a total bursary not greater than $48,000, dependent on the number of months.
