About the Advisory Committee
To support the development of the Canadian Poverty Reduction Strategy, the Government of Canada is creating a Ministerial Advisory Committee on Poverty.
A public call for nominations was held from February 13, 2017 to March 27, 2017 inviting interested individuals who have experience with poverty and poverty reduction to apply to become a member of the Ministerial Advisory Committee on Poverty.
The Advisory Committee on Poverty will be a forum for information sharing and independent discussion on poverty and poverty reduction. Its members will act as a sounding board and will provide advice to the Minister on a range of poverty-related issues.
The Advisory Committee will include members who have knowledge of and experience in the following five areas: persons who have experienced poverty, academia, service delivery, business and international expertise on poverty. The members will also be representative of Canada’s diversity in terms of gender, ethnicity, regions and official languages.The Committee will operate for a period of one year.
About the Canadian Poverty Reduction Strategy
Poverty is a complex issue that affects more that 3 million Canadians. That means that 1.9 million families struggle to make ends meet.
The Government of Canada is committed to developing a Canadian Poverty Reduction Strategy to reduce poverty and improve the economic well-being of all Canadian families so that they can have a real and fair chance to succeed.
The information gathered by the Advisory Committee on Poverty will inform the development of Canada’s Poverty Reduction Strategy.

Terms of reference
Mandate
The Honourable Jean-Yves Duclos, Minister of Families, Children and Social Development, has a mandate to develop a Canadian Poverty Reduction Strategy (hereafter the Strategy) that would set targets to reduce poverty as well as measure and publicly report on progress.
To support the development and implementation of the Strategy, the Ministerial Advisory Committee on Poverty (hereafter the Committee) will complement other engagement activities in support of the development of the Strategy.
Scope of work
The Advisory Committee would be a forum to facilitate in-depth discussion on issues related to poverty reduction and would support the Minister by:
- being a sounding board to test and discuss ideas on poverty reduction generated via the public engagement process;
- recommending priority areas of action for the Strategy;
- identifying innovative approaches to poverty reduction; and
- offering advice on how to align the objectives of the Poverty Reduction Strategy with other government priorities.
Duration
The Committee will operate for a period of one year. The Minister would announce the Committee and its membership in spring 2017.
Membership
The Advisory Committee will include leaders, practitioners and experts in the area of poverty reduction from a diverse range of areas including academia, international academics or researchers on poverty, business, persons who have experienced poverty and service providers.
Employment and Social Development Canada (ESDC) hopes to establish a Committee that will be representative of Canada’s diversity in terms of gender, ethnicity, regions and official languages.
Meeting participation
Committee members must be available to commit their time over a period of 12 months.
Members may attend Committee meetings either in person, by teleconference or by online videoconference.
Members will report to the Minister of Families, Children and Social Development.
Compensation, travel and accommodation
Committee members will not receive per diem for conducting the Committee's work. However, ESDC will reimburse members for applicable accommodation and travel costs when attending meetings outside of their home community in accordance with section 9 of the Department of Employment and Social Development Act and applicable Treasury Board Directives such as the National Joint Council Travel Directive.
Secretariat
The Committee will be supported by a Secretariat housed within ESDC, which will provide organizational and logistical support.
Financial and human resources for the Secretariat will be provided through existing ESDC resources.
