6.30.1. Ratification by Treasury Board

  1. As stated in the Treasury Board (TB) Contracting Policy, subsection 4.1.11:
    "If a contracting authority enters into a contract without Treasury Board approval when such approval should have been obtained, ratification by the Treasury Board must be sought as soon as possible."
  2. The request for TB approval must include information on the circumstances, the type and value of the contract awarded, and whether it was possible to seek bids.
  3. In a case where contract approval is being sought for work already commenced, the contracting officer must include with the request the concerned client department's certification that it had agreed to the commencement of work before the receipt of TB approval.
  4. Where ratification is required due to an administrative oversight, the corrective measures taken to minimize administrative oversights must be outlined in the request.
