About the Tender Management Application (TMA)
What is GETS?
The Government Electronic Tendering Service (GETS) is where the Government of Canada posts bid solicitations (or tenders) and allows suppliers to search for bid opportunities on-line.
As of June 1, 2013, federal government tenders and documents are published and available free of charge on Buyandsell.gc.ca/tenders, a Government of Canada Web site.

What is the Tender Management Application (TMA)?
The Tender Management Application (TMA) provides a secure intranet-based environment that allows Government of Canada (GC) procurement professionals to create and manage tender notices, upload solicitation documents, upload attachments for tender notices, and manage their work in progress. Tender notices created using TMA are published on Buyandsell.gc.ca/tenders.
Is Buyandsell.gc.ca secure?
Yes. Buyandsell.gc.ca is certified and accredited to Government of Canada standards. TMA uses the Government of Canada’s internal credential management service (myKEY) and external credential management services (GC Key and Secure Keys) to authenticate users. Authenticated users can create a secure Buyandsell.gc.ca account to access TMA. Visit the Get Started with the Tender Management Application page to learn more.
Do I need a Buyandsell.gc.ca account to publish tender notices using TMA?
Yes. You require a Buyandsell.gc.ca account to create tender notices and attach documents, Drawings and Specifications Packages (DSP) and/or native format files. PWGSC ABE users who never need to attach Drawings and Specifications Packages (DSP) or native files, do not need to use TMA and therefore, do not require a Buyandsell.gc.ca account.
How do I get a Buyandsell.gc.ca account to publish tenders?
If you require an account to publish tender notices, please contact your PWGSC Account Manager. Visit Account Managers for Government Buyers to find your account manager.
Are federal departments and agencies charged to publish tenders?
No. There is no charge to use TMA to publish tender notices and post related documents on Buyandsell.gc.ca/tenders.
Do federal departments and agencies have to use Buyandsell.gc.ca/tenders to publish tenders?
Yes. As a signatory to a number of international trade agreements, the Government of Canada is obligated to publish tender notices that meet trade-agreement requirements through a single official source. On June 1, 2013, Buyandsell.gc.ca/tenders became the official site for Canada to meet its trade agreement obligations. It is the official and first source for Government of Canada tender notices and documents. In accordance with the Financial Administration Act, all Schedule I, Schedule II and Schedule III departments, agencies, Crown corporations, and other entities (unless specifically exempt) must publish their tender notices and post related documents on Buyandsell.gc.ca/tenders.
Electronic attachments
How does a PWGSC ABE user attach Drawings and Specifications Packages (DSP) and/or native files?
You will use ABE to create your tender notice, and you will then use TMA to upload and attach DSPs and/or native files.
What about paper, fax, CD, or DVD distribution of tenders?
Buyandsell.gc.ca only supports the electronic distribution of tenders and their documents. This approach aligns with green-procurement practices and is reasonable considering the high-speed capabilities of the Internet and the accessibility of high-quality printing.
What about attachments that cannot be uploaded to Buyandsell.gc.ca (such as fabric samples, prototype samples, USB keys, etc.)?
As part of the tendering process, procurement professionals must make it clear in their solicitation documents that interested suppliers must make contact through a defined process to retrieve items that cannot be uploaded electronically to Buyandsell.gc.ca.
Are labels prepared for me if I have to send out the samples?
No.
TMA Workflow Specifics
Will I know who has accessed my solicitation or amendments?
As part of the Action Plan on Open Government, Canada joins other governments in adopting international best practices that remove restrictions and promote the re-use of Government of Canada information (data, Web sites and publications) as widely as possible. As an open service, tenders can be accessed anonymously without the need to register, free of charge, and with the right to distribute or republish on another Web site. Buyandsell.gc.ca provides contracting authorities with the number of downloads of tender documents for tender notices. This information will help to inform contracting authorities of the level of supplier interest in response to a posted tender.
Are documents for closed opportunities available on Buyandsell.gc.ca?
Yes. Solicitation documents issued since June 1, 2013 are available after the opportunity closes. Solicitation documents that closed before June 1, 2013 are not available on Buyandsell.gc.ca.
Where can I find Tender Management Application (TMA) help?

Supplier Notifications
Are suppliers notified of amendments?
The best way for suppliers to stay on top of amendments is to return to Buyandsell.gc.ca to check for changes. If a tender opportunity is amended, the tender's web address (URL) will stay the same. The URL, bookmarked, shared or saved will always point to the latest information.
Buyandsell.gc.ca/tenders also provides a Web feed to keep suppliers informed of new amendments. Clicking on this familiar icon 
on the web page of the tender notice of interest creates a subscription via a Web feed.
