Frontier and Offshore Regulatory Renewal Initiative (FORRI) Framework Regulation

Description of the objective:

The Frontier and Offshore Regulatory Renewal Initiative (FORRI) aims to modernize the regulations governing Canada's frontier and offshore oil and gas sector (www.nrcan.gc.ca/energy/crude-petroleum/17729).  The following existing regulations will be modernized and amalgamated into one Framework Regulation (under each of the three acts):

  • Drilling and Production Regulations
  • Geophysical Operations Regulations
  • Certificate of Fitness Regulations
  • Operations Regulations, and
  • Installation Regulations

Canada Oil and Gas Operations Act

Canada–Newfoundland and Labrador Atlantic Accord Implementation Act

Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act

Indication of business impacts:

There are no expected business impacts.  Administrative burden is to be determined.

Public consultation opportunities:

The FORRI webpage contains links to the policy intent documents, as well as contact information, where interested parties can provide feedback.

The next opportunity for public comment will be when the draft regulations are pre-published in Part I of the Canada Gazette. Prior to coming into force, final regulations will be published in Part II of the Canada Gazette, along with explanations of how comments on draft versions of the regulations were addressed.
