This invitation is the second part of a two-stage process to select a proponent for the redevelopment of LeBreton Flats. In stage 1, the National Capital Commission (NCC) qualified proponents who demonstrated the requisite development experience and design expertise. Now in stage 2, the NCC is inviting the qualified proponents to further refine their prequalified submissions by submitting a development proposal in the form of a business case. Proponents are reminded that the primary objective of this process is to leverage public lands to enhance the attractiveness of the National Capital by attracting a new public anchor use(s) and bringing lively civic life back to this historic capital district. Subject to the terms and conditions of this invitation, the NCC intends to ultimately select one development proposal that best meets its objectives and evaluation criteria for the project.
In this document, the NCC provides details with respect to the design and business objectives of the NCC that will help guide the refinement of the proponent’s ultimate submission. It is expected that the proponents will advance the conceptual design proposed in the RFQ process to a higher level of detail necessary to demonstrate and support a firm and financially viable development proposal and implementation plan to the NCC. This includes conducting any due diligence in the form of studies or research by the proponents as required and that may be a pre-requisite to concluding a real estate transaction. This RFP document outlines the requirements for the submission and the proponent selection process.

During the busier days of fall, a free shuttle service will be offered as a pilot project to facilitate access to Gatineau Park lookouts. The shuttle starting point is Camp Fortune. There are three stops along the way: Trail No. 1 and Keogan Shelter, Étienne-Brûlé Lookout, and Champlain Lookout.
All of these stops provide easy access to the Park’s trail network, where you can find a perfect spot for a picnic or a hike.

To establish a spatial vision for the core of Canada’s capital to honor national military service and sacrifice
In the broad context of the Plan for Canada’s Capital 2017-2067 the National Capital Military Commemoration Plan will help guide the spatial deployment and design qualities of future military commemorations in the National Capital. As new commemorations to conflicts, campaigns, battles, services of the military or to prominent individuals are developed, this plan identifies optimal sites with thematic links where they should be located, and provides guidance on achieving design excellence.

Highlights
In March 2014, the National Capital Commission (NCC) held public consultations on the Capital Urban Lands
Plan and Parkways Policy to hear what people had to say about our national capital’s urban lands and
parkways. A few highlights from these consultations are as follows:
A Public Advisory Committee met to provide high-level input.
Two workshops were held with members of the public in Ottawa and Gatineau, attended by 100 participants.
The online questionnaire had over 600 respondents.
Over 1,400 comments were provided.
Six submissions were received from interest groups and community associations.
Fourteen email submissions were received from members of the public.
Top 10 comments
Keep it green and add more green spaces.
Animate the space and have year-round activities.
Build facilities (washrooms, water fountains, boat launches, restaurants, and so on).
Work with communities.
Include heritage conservation.
Integrate federal employment areas with their surroundings.
Keep consulting — but in plain language!
Provide access to the waterfront.
Think of pedestrians and cyclists year-round.
Work with the cities.

Message from the Chief Executive Officer
Among the many assets under the stewardship of the National Capital Commission, the Capital urban lands are without doubt the most generally interspersed into the Capital's urban fabric. As such, this first Capital Urban Lands Plan is critical to ensuring the appropriate integration of these complex holdings into the National Capital Region as part of the NCC's new framework for planning the capital. Within the broader context of the Plan for Canada's Capital 2017-2067 this Plan sets out an astute basis for planning, developing, improving and conserving the NCC's urban lands. It complements and supports other plans developed by the NCC for the Greenbelt, Gatineau Park and the Capital Core Area.
It gives me great pleasure that this Plan is the result of an in-depth process of public consultation, expert analysis and detailed planning. The passion of citizens and stakeholders for our urban parks, river shorelines and heritage buildings is fully reflected in this document. It builds on the thoughtful plans and hard work of the Commission and its predecessors that have guided the Capital's evolution since 1898. This Plan defines a long-term vision that will guide decisions for many years to come, helping those who do business with the NCC by providing clear and precise direction for the development of facilities and activities on federal lands, and more specifically on NCC lands. This Plan will serve as the primary guide for the NCC’s Capital Stewardship activities and for federal approvals pertaining to Capital Urban Lands. The Plan also provides new opportunities to address local community concerns, such as offering the possibility of using certain areas for community purposes or by their long term conservation as green space and their eventual transfer to another public agency.
In approving this Plan, the NCC Board members reaffirmed their commitment to the Capital’s planning heritage and to preserving its key landmarks and features. On behalf of the Board I offer warm thanks to the team of planners and experts whose sustained efforts over a period of years have now reached their conclusion, as well as to all of those who participated in the public and stakeholder workshops. Together we can build a beautiful and vital Capital for all Canadians.

A telephone survey of 1,500 resident’s of Canada’s Capital region (CCR) reveals that, while overall awareness of the National Capital Commission (NCC) remains high, many residents are not able to identify the Commission when they are read its revised core mandate. Majorities give the NCC a good grade on development of federal government property and planning federal land use in the region, but residents are less inclined to feel it is doing a good job on balancing its activities with the needs of local municipalities. Only a minority of three in ten have heard recent news coverage or word-of-mouth mentions of the NCC, which impacts the ability of residents to know about the Commission’s activities, plans and opportunities for consultation and input, and residents are divided on whether the NCC does a good job of consulting the public or informing it of plans and programs. Still, majorities agree that the NCC shares their values and trust it to make good decisions, and almost all agree that the NCC has a role to play in making the Capital an inspiring reflection of Canada and Canadians.
The summary below highlights key findings of this research.
Awareness of and familiarity with the NCC
The NCC remains most widely recognized for the Rideau Canal Skateway, followed by Gatineau Park and, no longer correctly, Winterlude. Two-thirds of residents of the region demonstrate unaided awareness of the NCC’s role by naming it as being responsible for at least one correct service/amenity.
Only three in ten residents are able to identify the NCC when read a description of its revised mandate, which no longer makes reference to the events and festivities which have been closely associated with the Commission until recently. Awareness is somewhat higher among Ontarians than among Quebec residents.
More than eight in ten residents who were unable to spontaneously name the NCC when read its revised mandate go on to say they recognize the NCC when prompted. Total awareness of the NCC is thus similar to previous years, with just under nine in ten residents expressing some level of awareness of the organization.
Familiarity with the named roles and responsibilities of the NCC remains generally stable, with six in ten residents expressing some degree of familiarity. Overall familiarity is highest on the Ontario side and tends to increase as education level increases.

The objective is to reduce the negative environmental impact that unofficial trails have on sensitive habitat.
Background
Gatineau Park offers a multitude of recreational activities throughout all four seasons. The official trail network consists of 200 kilometres for hiking, mountain biking, snowshoeing and skiing. Alongside the official trail network, a vast unofficial trail network has developed over the years, which has a significant environmental impact on sensitive habitats in the Park. The following factors contribute to the growth of an unofficial trail network.

MESSAGE FROM THE CHAIR AND CHIEF EXECUTIVE OFFICER
The Capital is an exceptional place. It eloquently and compellingly tells Canada’s story — its history, heritage and culture — through nationally symbolic spaces and well-preserved natural landscapes. Drawing on a unique knowledge base and a long tradition of planning and stewardship, the National Capital Commission (NCC) has played, and continues to play, a significant role — with its partners and the public — in building a capital worthy of this great country of Canada and a city–region that is globally competitive and recognized internationally.
For the coming years, the NCC will reconnect with its century-old mission in an innovative way. Revitalizing its mandate will allow the NCC to create a signature capital — unique, distinctive and authentically symbolic of Canada: a mirror of our nation, a destination to see in a lifetime, a remarkable place to live.
To help create a signature capital, the NCC will pursue two strategies: optimize NCC assets to ensure that the heart of Canada’s Capital Region and its shorelines are vibrant and inspire Canadians; and conserve heritage, cultural and natural assets and landscapes in Canada’s Capital Region.
In alignment with these strategies, the NCC has set five priorities. They include planning to make LeBreton Flats a world-class destination, offering public access and new connections for Canadians to discover the shorelines of the Capital, completing the Capital Urban Lands Master Plan and National Interest Land Mass initiative, supporting national commemorations, and being a value-added partner to Canada’s Capital Region. As for operations, the NCC will continue to manage within the current economic and fiscal contexts. It will also strive to preserve and promote the use of built and natural landscapes through sustainable management, and ensure the integrity, heritage and functionality of lands and physical assets of the Capital.
Planning a capital for the future requires foresight and an understanding of the past to recognize elements of the Capital today that will be important for tomorrow. Looking to the past, present and future to capture the essence of the nation’s identity, and instilling a deep sense of belonging to Canadians will ensure that the Capital becomes an even more exceptional place to express national pride.

Objectives of the plan
The National Capital Commission (NCC) would like to develop an improvement plan for the federal lands located in the Capital’s core area on the north shore of the Ottawa River, including the Ruisseau de la Brasserie (Brewery Creek) sector.
The objective of the plan is to develop a consistent overall planning concept for the federal lands in this area by putting forward planning proposals and possible uses for the lands, in addition to establishing design principles and guidelines.
The area being studied is composed of federal lands, on the shoreline between Laurier Street and the river, from Jacques-Cartier Park North to Portageurs Park, and including NCC lands between Brewery Creek and Montcalm Street.

Research Purpose and Objectives
The National Capital Commission (NCC) collects information from various federal organizations and departments in Canada’s Capital Region (CCR) related to building location, employment and resource logistics. This data has been collected regularly over the past 28 years with the most recent iteration representing information for organizations reporting in 2014.
This historic and current federal employment data is an important input to NCC planning functions by providing a picture of the trends that are informing the federal facilities and land use planning in the Capital region.
The purpose of the study was to identify the resources available, space allocation and workplace accessibility available for federal organization/departments.
More specifically, the objectives include:
Employment status, place of work and province for federal employees;
Anticipated building space requirements;
Main program function within each building; and
Types of alternative workspace and telework strategies and the proportion of employees involved in these strategies.

Executive Summary
This Strategic Environmental Assessment (SEA) in support of the 2013 Greenbelt Master Plan
development has been completed concurrent to the Master Plan review process. The Plan
directions have been refined as a result of the analysis completed through this SEA analysis. Analysis
of developing strategic directions and policies has helped to strengthen the final Plan version
through consideration to achieve positive environmental effects, reduction of potential negative
environmental effects, management of cumulative and residual effects and integration of directions
from more strategic level documents such as the NCC’s Environmental Strategy.
Overall, the anticipated environmental effects that will result through implementation of the
proposed Greenbelt Master Plan components will be significant and positive for the Greenbelt and
for Canada’s Capital Region. The updated Master Plan places the Natural Environment as the
primary role within the Greenbelt and the full suite of proposed plan directions substantively
supports the protection and enhancement of the Natural Environment. This Master Plan, and the
recent and developing strategic plans that cover Canada’s Capital Region all rely upon increased
partnership efforts to better integrate the planning and delivery of land and resource initiatives
within the Capital. With the common recognition of collaboration as a necessity, the Greenbelt
Master Plan should contribute significantly to a healthy and sustainable Capital natural
environment.
The potential for negative environmental effects from implementation of the updated Greenbelt
Master Plan does not arise from the proposed plan components themselves but in the way that the
policies aim to accommodate human activities. The mitigation for preventing negative

Executive Summary
Harris/Decima is pleased to submit this report to the National Capital Commission (NCC) presenting the findings from the 2010 Public Awareness survey. The main objective of this research was to measure current public opinion across the National Capital Region and to compare results with previous years.
Harris/Decima conducted a total of 601 random telephone interviews with NCR residents, 18 years of age or older. A total of 390 surveys were completed with NCR residents in the province of Ontario and 211 with residents in the province of Quebec. Data were weighted to be representative of the actual distribution of the NCR population, by region, age and gender. Surveys were conducted between December 13th and 17th , 2010.

This report highlights the thoughtful and engaging feedback received during the extensive consultation process undertaken in the spring and summer of 2011 for Step C: Land Use Concept Plan, Guiding Principles and Strategic Objectives as part of the Greenbelt Master Plan Review. This phase sought input on revised strategic statements along with three proposed Land Use Concept Options, the results of which will inform the development and approval of a preferred Land Use Concept. From out of this land use plan, seven sector plans will be developed that specify exactly how the different land designations are to be managed. Through rounds of public open houses and workshops, as well as targeted stakeholder meetings, NCC Staff and the Review Study Team have been able to synthesize the feedback received and highlight the main overall trends emerging.

This report is the summary of public consultation input for the second step, Step B – Visioning, of the Greenbelt Master Plan review, a process projected to result in an updated master plan at the end of 2011. The following captures and synthesizes the rich input obtained over a six month period on the future of the Greenbelt in 2060, provided by over 600 people with an interest in the National Capital Greenbelt. Participants included a mix of public members (residents, representatives of community and user group/interest associations, businesses and politicians), federal stakeholders, agencies, municipal staff, Greenbelt facility managers, Greenbelt experts and staff and management from the National Capital Commission.
Between August 2009 and January 2010, the Greenbelt Master Plan (GMP) review team held ten consultation events to gather informed feedback for refinement of the Greenbelt’s current vision. Although the majority of participants are knowledgeable about the Greenbelt, each consultation method featured presentation of the current state of the Greenbelt from the existing conditions assessment, Step A of the review. Participants then imagined what the current features and landscape of the current Greenbelt would look like in 50 years. The range of thoughtful insights and suggestions are summarized in this report.

The Greenbelt represents a place to live, work and play as experienced by residents, employees, and recreational enthusiasts within and beyond the Greenbelt. It plays a pivotal role in shaping and contributing to the character of the National Capital. Decisions made about the future of the Greenbelt, through the revised Master Plan, directly affect livelihoods and the day-to day living of residents of Ottawa and beyond. The consultation program supporting the Greenbelt Master Plan Review is designed to provide opportunities to ensure that these views and those of the local and national communities are well represented in establishing the current state of the Greenbelt’s assets and health and in defining and implementing a future for the Greenbelt.
This report documents the methodology, results and analysis of consultation undertaken in support of completion of Step A - Existing Conditions, Issues and Opportunities for the Greenbelt Master Plan Review. The Report spans all consultation events beginning with the Project launch in September 2008 through to completion of the Existing Conditions, Issues and Opportunities Report for the Greenbelt in December 2009, including meetings with stakeholders, interest groups, and the general public. The results of this consultation will inform subsequent steps of the Review process, the next being the creation of a vision for the Greenbelt through an expert stakeholder and public consultation process that occurred through the fall of 2009 and winter of 2010.

The National Capital Commission (NCC) is a Government of Canada Crown Corporation whose mission is to promote the National Capital Region (NCR) as a source of pride and significance for all Canadians. They are responsible for developing, conserving and improving the federal lands in the capital.
As a part of the NCC’s Outdoor Experience program, the NCC operates Sunday Bikedays, a program that provides vehicle-free access to several of the National Capital Region’s scenic parkways to cyclists, in- line skaters and pedestrians. It takes place on Sunday mornings between Victoria Day weekend and Labour Day on the Sir John A. Macdonald Parkway, Colonel By Drive, the Rockcliffe Parkway, Gatineau Parkway, Champlain Parkway and Fortune Lake Parkway. It is operated by NCC staff and volunteers.
Ipsos Reid was commissioned to conduct quantitative research focusing on visitors to the National Capital Region, locals residing in the area as well as users of the Alcatel-Lucent Sunday Bikedays program. These three groups were targets among three different surveys in order to capture their awareness, satisfaction and use of the Sunday Bikedays program. The research was conducted between August 2 nd 2013 and September 8 th , 2013 and included an intercept survey of visitors to the NCR, an online survey among users of the program intercepted during participation and a telephone survey of local residents.

MESSAGE FROM THE CHAIR AND CHIEF EXECUTIVE OFFICER
A national capital bears a special responsibility to exemplify the nation’s heritage, culture and future aspirations. For over 100 years, the National Capital Commission (NCC) and its predecessors have carried forward this responsibility to foster a beautiful and dignified capital whose nature and character
are in accordance with its national significance.
On September 30, 2013, the mandate of the Capital Experience program of the NCC was transferred to Canadian Heritage. We are proud of the work that we have accomplished over the past 25 years in animating the Capital, and we thank the Capital Experience team for successfully promoting the
Capital over these years.
Moving forward, the NCC will focus on its original role as custodian, planner and steward of Canada’s Capital Region. This more focused mandate allows the NCC to shape a signature capital with green spaces and heritage spaces, and as a space for urban design. Two strategies will guide us: creating a
vibrant and sustainable Capital Region that inspires Canadians, and communicating the Capital’s importance to all Canadians.

Gatineau Park is one of the jewels of Canada's Capital Region. It was inspired by the vision of national capital planners and support from the many stakeholders who, early in the 20th century, suggested that a space to discover and preserve a piece of Canada’s natural and historical heritage be created in Canada’s Capital region. A living symbol of the importance of protecting the environment for Canadians, the Park allows visitors to enjoy memorable nature-based experiences in their capital.
For more than a century, the Park has continued to evolve, thanks in part to the efforts of successive generations of outdoor enthusiasts who have helped it to become the amazing site it is today. Thus, Gatineau Park expresses, in a unique manner, an intangible recreational heritage that forms an integral part of the residents’ of Canada's Capital Region (CCR) cultural makeup.
The Park, its environment and its role in outdoor recreation are key contributors to the quality of living of the residents of Canada’s Capital region. However, the Park’s popularity and urbanization of the surrounding area exert considerable pressure on the Park environment, which is a prime example of the Canadian Shield landscape.
If it is clear that we must now subordinate the entire recreational practice to conservation issues that will allow the Park to continue to be what it is for future generations, it is also clear that all Canadians must continue to develop a close contact with nature and with the heritage the Park has to offer.
This Outdoor Activities Plan seeks to identify the balance between the efforts required in terms of conservation and those to be done to preserve the recreational legacy that is an integral part of the quality of life of Canadians and allows them to discover the Park.

The NCC has gone through many transformations in the past. Today, it is changing again to become more open to the public. The NCC began the process in 2000, when it commissioned a governance study, and thereafter inaugurated an annual general meeting, which was open to the public, and launched a series of annual meetings with local interest groups. For the first time, the public was able to come face to face with NCC decision makers.

The Greenbelt is the pride of Canadians and is a benefit to local residents and visitors with its many recreational opportunities and natural environment areas. Increasingly, those who know the Greenbelt are viewing it as part of a greater system - the Capital Ecosystem Network - that includes the Ottawa River, the Carp Hills in the West, natural areas in Gatineau, the Cumberland Forest in the East, and the Osgoode Swamp in the South, to name but a few. For this reason, the Greenbelt as an ecosystem must not only function within its 20,600 hectares, but must also be managed for how it connects and functions with other ecosystems outside its map-defined boundaries.
The final phase of consultations in the Greenbelt Master Plan Review Process confirmed what has been heard since the review was initiated in 2008: that the natural environment of the Greenbelt is a local and national treasure and must forever be protected. Participants in the consultation process on Step D: Land Designations, Policies and Sector Plans overwhelmingly agreed that the Natural Environment remains the Greenbelt’s primary role, which prioritizes the Core Natural Area and Natural Link land designations as the Greenbelt’s main focus. Consensus is clear that theses natural areas are a source of major ecological benefit as well as being one of the largest recreational spaces in the Capital. Again, calls rang out from residents and environmental organizations for strengthened natural connections to ecosystems outside of the Greenbelt and continued attention to opportunities that may present themselves for increasing the Greenbelt’s natural environment footprint.

Canada’s Capital is rich today because of bold and courageous decisions made by those who
came before. Natural treasures such as our publicly owned shorelines, Gatineau Park and
the Greenbelt are part of the unique identity of Canada’s Capital and are undeniable pillars
of the Capital's cultural and natural heritage.
The Greenbelt, introduced over 60 years ago to shape the character and beauty of the
National Capital, is now part of the region’s vast network of natural spaces. It is a place of
sensitive natural areas, healthy local food, agriculture, research, forests, water and play,
symbolic of the vast and diverse landscapes of Canada. Covering almost five percent of
Canada’s Capital Region, the Greenbelt is significant because of its location, size and role in
providing a place for residents and visitors to experience nature and a breath of fresh air.
However, the Greenbelt faces many challenges. It is expected to respond to diverse and at
times conflicting needs, and attracts considerable scrutiny due to the strict planning controls
which govern land use and the urban pressures confronting it.
The previous and first Master Plan (1996), established land use strategies to provide
recreation and attractive landscapes, to improve damaged and abandoned lands, to secure
natural spaces and to support agriculture and forestry. This Plan takes into account the
extent to which the Greenbelt is presently meeting these objectives and looks ahead to
where the Greenbelt could be in 2067. The Plan renews and expands upon the original vision
for the Greenbelt so that future generations of Canadians can continue to enjoy a superior
quality of life in Canada’s Capital.
Canada’s Capital Greenbelt has strongly influenced - and continues to shape - the overall
character of the Capital Region. The Greenbelt encircles much of the oldest urban City of
Ottawa communities1. Its size of 20,600 hectares (206 square kilometres) is equal to the
urbanized area of Ottawa that it surrounds. In 2011, approximately half a million people
lived within the inner urban area surrounded by the Greenbelt2, representing only a slightly
larger population than that of 1996. Another approximately half million people live within
the City of Ottawa outside of the Greenbelt. Ranging in width from two to ten kilometres,
the Greenbelt lies within eight kilometres of Parliament Hill and the heart of the Capital.

It is based upon a limited review of the NCC land use planning framework, in which Confederation Boulevard is intended as the focus for future commemorations. An interdepartmental committee, to be established to oversee the planning, approval and implementation of the commemoration, will provide a venue to discuss all relevant considerations.

Ombudsman services were first introduced in April 2009 for members of the public seeking independent recourse to resolve their complaints relating to NCC activities. In 2012 the Ombudsman, a part-time independent contractor, worked approximately one day a week. The office of the Ombudsman also employed one full time administrative person. The annual budget for the office is approved by the NCC Board of Directors. All operations and services are handled directly by the office of the NCC Ombudsman, except for general corporate services.

At what time are ski conditions posted on the website each morning?
The first update is posted at 8:30 am. Each day, grooming operations are planned according to weather conditions. Because many unpredictable factors are at play, grooming operations cannot be planned more than 12 hours in advance.
Why do the ski conditions posted on the website not always match the conditions observed on the trails?
Ski conditions can change quickly, depending on snowfall, wind conditions and skier traffic. Tracks set at a depth of five centimetres can be covered in less than two hours with a substantial snowfall or strong winds.
Why do the tracks set for classic skiing at the bottom of slopes not always begin at the same point on different slopes?
Classic ski tracks are not set on slopes where the grade exceeds 10 percent. The assessment of the slope grade can vary depending on the operator doing the grooming. The same goes for the exact location where the tracks begin and end on the slope. The operator also adjusts the track setting according to the snow conditions. For example, if the trails are icy, the segment that is not track-set will be longer, to allow skiers to snowplow and better control their speed.

The National Capital Commission (NCC), in partnership with the Department of Canadian
Heritage (PCH), is inviting professional artists to submit their qualifications and examples
of prior work as part of the first stage of a two-phase competition for a national War of 1812
Monument in Canada’s Capital, Ottawa.
The War of 1812 was a seminal event in the making of our great country. Its 200th anniversary
(2012 - 2014) is being celebrated with commemorative events across Canada including the
creation of a national monument in Canada’s Capital. PHC wishes to unveil this new monument
towards the conclusion of these celebrations in October 2014. The NCC is managing the
project on behalf of PCH.
This national monument will recognize the courage and bravery of those who served during
the War of 1812 and successfully defended their land in the fight for Canada.

The National Capital Commission (NCC) recorded an increase of $1.4 million (17 percent) in revenues during the first quarter of 2012–2013, compared with the same period last year. The largest increase was recorded in other revenues as a result of a higher net gain on disposal of tangible capital assets ($0.7 million) as well as donations received ($0.4 million). Increased partner recoveries for life cycle management operations also contributed to the positive variance ($0.3 million).

MyCapital is an NCC pilot project which ran from July 11 to October 11, 2011 on the Plaza Bridge Terrace. The objective of the project was to create a vibrant, urban public space in the downtown core in an area that is currently underutilized. The site was equipped with twenty red Muskoka chairs, two white shade sails and free Wi-Fi access.
An intercept survey was conducted by Harris/Decima consultants among 285 visitors to the myCapital site from August 12 to October 11. Interviews consisting of 10 questions were conducted during peak pedestrian traffic times, on a rotating schedule of week days and weekend days.
The objectives of the survey were to:
Gather feedback site visitors to help determine if the project will continue next year or expand to an additional site with different elements
Determine sources of information about the site, length of stay, reasons for visiting and overall satisfaction levels with the site;
Determine whether or not site visitors benefited from the Wi-Fi accessibility and if it was important to them to have such access; and
Develop a demographic profile of site visitors (age, city of residence and gender).
That being said, Harris/Decima were able to successfully meet the objectives of the survey. The following report is a summary of the survey findings.

Horizon 2067 updates the Plan for Canada’s Capital, which was published in 1999. This plan establishes federal government policy for planning and the physical development of the Capital over the next 50 years. In the fall of 2011, the National Capital Commission (NCC) invited Canadians from all regions of the country to share with us their ideas on creating a one‐of‐a‐kind capital.
The second phase of this engagement, namely a series of regional conversations, included workshops and online consultations. The purpose of this phase was to share, in broad terms, some of the feedback that the NCC had received during the fall and to solicit ideas and comments from people living in Canada’s Capital Region regarding the vision and strategies put forth in the Horizon 2067 plan.

At the dawn of the 21st century, Canada’s Capital needs a visionary and concrete action plan to meet the challenges ahead and to continue building a capital that vividly expresses the values and hopes of Canadians. With this mission in mind, the National Capital Commission (NCC) embarked on a unique and ambitious public consultation exercise in the fall of 2011. The consultation aimed to reach as many Canadians as possible, and gather their thoughts, ideas and aspirations for the future of Canada’s Capital. As part of the review of the Plan for Canada’s Capital, the NCC’s lead planning document, the National Engagement Strategy was developed to involve and engage the Canadian public from one end of the country to the other. The breadth and depth of the response exceeded expectations, and confirmed that Canadians care about their capital and want to have a say in its future. At the heart of this journey was a desire to connect directly with Canadians on a meaningful level and bring forward, through the plan, a clear reflection of their dreams for the future of their capital.

Financial Results
The National Capital Commission (NCC) recorded an increase of $3.5 million (16 percent) in revenues during
the first nine months of 2011–2012, compared with the same period last year. This increase stems mainly from
an amendment to the payment schedule for the contribution of Canadian Heritage to Canada Day celebrations
($1.2 million), in order to better align cash inflows with expenditures related to the event, as well as from higher
recoveries related to planning studies ($0.7 million). A settlement ($0.5 million), an increase in rental operations
revenues ($0.5 million) and in interest revenues resulting from higher interest rates ($0.4 million) also
contributed to the positive variance.

To assess the level of community support for the Hampton Park Dog Owner Group’s proposal to officially allow dogs off-leash in a designated area within the park boundaries, Harris/Decima was hired to conduct a telephone survey of local Hampton Park area residents. This quantitative survey used postal code mapping to contact 400 random and representative respondents within the Hampton Park area for a 5-minute interview to gauge public opinion about the proposal.

Financial Results
The National Capital Commission (NCC) recorded an increase of $3.0 million (20 percent) in revenues during
the first six months of 2011–2012, compared with the same period last year. This increase stems mainly from an
amendment to the payment schedule for the contribution of Canadian Heritage to Canada Day celebrations, in
order to better align cash inflows with expenditures related to the event ($1.1 million). A settlement ($0.5
million), higher interest revenues resulting from an increase in interest rates ($0.4 million) as well as increases
in other types of revenues also contributed to the positive variance.

In spite of efforts on the part of rock climbers to preserve the natural environment, the cumulative impact of human presence in the area has meant that several sectors now require rehabilitation and restoration.

Since the approval of the Gatineau Park Master Plan (2005), the NCC has increased its focus on the conservation of Park ecosystems. The Eardley Escarpment is the most important valued natural ecosystem in the Park and is considered a Priority I conservation zone (DDM 2007). One objective of the Gatineau Park Ecosystem Conservation Plan (DDM 2010) is to determine a policy regarding rock climbing activities in Gatineau Park based on Master Plan guidelines. The Conservation Plan was approved in 2010 following numerous workshops with the various stakeholders. The Plan recommends keeping two or three rock faces open for climbing. The purpose of this recommendation is to minimize the impact of this sport to protect the exceptional natural environment of the Escarpment, Gatineau Park’s richest and most fragile ecosystem, and its species at risk.

Its coat is reddish-brown in summer and greyish-beige during winter.

The NCC revamped its second language training program to better meet the needs of its employees. To
that end, the Official Languages (OL) coordinator organized focus groups and prepared a short
questionnaire. The new program will now offer each student a personalized training plan, a reference
manual and periodic progress evaluations. The NCC also organized several awareness activities as part of
the 40th
anniversary of the Official Languages Act (OLA). These activities included publishing banners and
messages on its Intranet and Internet sites, organizing an event for its employees as well as covering this
anniversary during the Chief Executive Officer’s (CEO) monthly video message to employees.
